Largely because of TABOR, only five other states have combined state and local tax burdens lower than Colorado’s. For some Coloradans, true success will entail having the lowest tax burden among all states. Prosperity, caused only by innovation and trade in the private sector, is a true measure of cultural progress. A state that controls expenses, to maximize capital in the private sector, will excel among its peers.

I will never forget the 1992 TV ad Sullivan did against TABOR. He pointed to an unreadable piece of paper, allegedly the TABOR text, while in his sheriff`s uniform, and said, "And here`s the part I really dislike--the part that cuts cops and puts criminals back on the street. " Of course, there was no such provision. Maybe the same slow justice will come around to those evil people persecuting me now on phony political charges of tax evasion.

Bruce’s efforts provide insight into the three-part formula to enact radical public policy change: an articulate policy entrepreneur who has staying power, enough money to run numerous campaigns, and a policy window. Bruce began advocating for tax and spending limitations around 1988, but it was not until the “window of opportunity” presented itself, with the combination of an economic downturn, putting income pressures on voters coupled with an organized campaign; then Bruce seized the opportunity to introduce his form of fiscal restraint to Colorado’s voters.
